We are putting the signs and flags at the entrances, and individual branch of service flags at each home were we have veterans, spouses of passed veterans, reserves and active duty.  If you failed to sign up, or we missed you, I have some flags left.  Call or text me at 901-292-4824.

Board Meeting - October 24, 2019

The Plum Point Villages POA Board of Directors met at 6:00 on 10/24/19 at McAlister’s Deli, 975 Goodman Rd E., Southaven, MS 38671. In attendance were board members Denise Tucker, Jack Bailey, and Ben Moore. Absent were Bradley Valentine and Stacy Ables.

Denise provided an update on the fence. The vendor is still suffering delays but is scheduled to start late the week of 10/28/19 and work over the weekend to finish. The affected residents need to be notified.

Jack suggested we include a financial statement with the 2020 assessment notices. He also suggested adding the mailing address and web site address to the letterhead of any correspondence sent to property owners.

Denise will contact Cornerstone Church and see what dates are available for the General Meeting in January 2020. This date needs to be included in the mailing of the 2020 assessment notices. The Board will need to meet before that meeting to set the agenda.

Jack has several people helping him distribute service flags to residents who are veterans before Veterans Day.

Jack suggested placing a bulletin board in the neighborhood. We discussed several locations. Jack will look at whether there is a suitable place in the neighborhood park.

Ben will contact several residents to participate in the Nominating Committee. This committee will serve until the end of the General Meeting in January 2021.

Special Meeting - October 3, 2019

A Special Meeting of the Plum Point Villages Property Owners Association was held October 3, 2019 at 7:00PM at Cornerstone Church at 5998 Elmore Rd, Southaven, MS 38671.

Denise Tucker called the meeting to order.

Denise gave an update on the fence replacement. The first section has been replaced. The second section replacement is scheduled to begin on October 9, 2019. The fence line must be cleared before work can begin.

Jack Bailey presented the POA's plans for a celebration of Veterans Day on November, 11, 2019. Residents who are veterans can text their name, address and branch of service to Jack (901-292-4824) and he will purchase flags for them. Other residents are encouraged to display American flags.

Ben Moore presented the process for architecture approval of "building, fence, walk or other structures" as required by the Covenants. The Board has to review "the plans and specifications showing the nature, kind, shape, height, materials, and location of the same shall have been submitted to and approved in writing as to harmony of external design and location in relation to surrounding structures and topography." The City will not issue a building permit without an approval letter from the Property Owners Association. We have handled several of these in 2019. Our turnaround has been less than 2 days once all documents have been received. E-mail requests to PlumPointHOA@live.com.

Ben Moore solicited volunteers for the Nominating Committee. We need 2 volunteers to serve as members of the Nominating Committee through the General Meeting in January 2020.

Stacy Ables presented the financial report for 2019 year-to-date.


Stacy presented the Board’s resolution on how to handle Outstanding Assessments.

     Only 2016-2019 assessments will be considered as past due.

     Interest will be charged on past due assessments as of February 1, 2020.

Statement of current balances will be mailed by October 15, 2019.

Veterans Day Celebration 2019

If you want a free Veterans Day flag, showing your branch of service, put in your yard near your mailbox, as a celebration of Veterans Day, I must have your name, address, and service branch by 5PM, on Monday Oct 7.  It takes three weeks to get these flags.

Board Meeting - September 12, 2019

The Plum Point Villages POA Board of Directors met at 6:00 on 09/12/19 at M.R. Davis Southaven Public Library, 8554 Northwest Dr, Southaven, MS 38671. In attendance were board members Denise Tucker, Bradley Valentine, Jack Bailey, Ben Moore, and Stacy Ables.

The principal topic of discussion was preparation for the Special Meeting planned for 10/03/19. This meeting will be to present how outstanding POA assessments will be considered.

Several proposals were discussed. The agreed to proposal will be presented at the Special Meeting on 10/03/19.

Items to be considered for the budget are:
 o Finish the fence
 o Entrance contract
 o Mailings
 o Replace the signage

Ben Moore will put up the signs on 09/27/19 for the Special Meeting on 10/03/19.

Denise is negotiating with a fence contractor to begin work in November to complete the fence replacement. We will send a letter to property owners along the fence that we're doing repairs. It will ask the property owners to remove anything that is connected to it, e.g. tomato wires, plants, etc. If there are items that need to be removed the POA will remove them and assess the property owner.

Board Meeting - July 25, 2019

The Plum Point Villages POA Board of Directors met at 6:00 on 07/25/19 at M.R. Davis Southaven Public Library, 8554 Northwest Dr, Southaven, MS 38671. In attendance were board members Denise Tucker, Bradley Valentine, Ben Moore. Treasurer Stacy Ables was present.

Several issues were discussed that are being handled by the City of Southaven Code Enforcement department.

Denise reported that she is working with Southaven Police Department on speeders on Cherry Tree Ln.

Ben reported that he is working with Horn Lake Creek Drainage District on the clearing of Lateral D that parallels Plum Tree Dr. It is scheduled to be cleared this fall.

Jack is going to measure the balance of the fence along Elmore to submit to the fence contractor for a bid. The first estimate was $19,099 for 1500 ft.

Stacy will pay JLC DeSoto for the work through May when they were instructed to discontinue their work.

Stacy reported that the bank balance was $11,191 as of 07/24/19. 8 houses have closed since May. He is investigating software packages for managing assessments.

Ben will investigate getting Stacy bonded.

Ben nominated Stacy Ables to fill Carmen Kyle’s vacated board position. Jack seconded and the board approved the nomination.

City of Southaven Sanitation Guidelines

Recently there has been discussion about garbage and rubbish collection. The Public Works Department has published the following guidelines.

  1. Household garbage should be bagged & contained inside the cart. Household garbage outside of the cart will NOT be collected.
  2. Do not overload cart. The lid should be closed. If you have more than will fit in your cart, we do offer a second cart for an additional $8/month.
  3. Please have cart on the curb by 6:00 am on your pickup day & at least 5 feet from any obstruction.
  4. Arrange cart so that the lid opens toward the street, handle toward your home.
  5. No oil, gas, paint, warm ashes, or other hazardous materials should be placed in the cart. To dispose of these items properly, please contact the Desoto County Environmental Services office at 662‐469‐8023 for more information.
  6. If your garbage cart is damaged or if garbage or debris are missed on your pickup day, please contact our office at 662‐796‐2489, opt. 1 to report this.
  7. An additional truck runs every route to pick up boxes, limbs, bagged grass clippings, appliances, and misc. debris. This should be at least 5 feet from cart or any other obstruction.
  8. Limbs or tree cuttings should be no longer than 4‐5 feet in length or 12 inches in diameter.
  9. If you have a large amount of tree cuttings at the curb, please be aware that this may take several trips over multiple days to get completely cleaned up. We appreciate your patience on this matter.
  10. Used car tires can be taken to the County Maintenance Shop at 2339 Gwynn Road. Electronics can be taken to the County Rubbish Pit at 5255 W. Sandidge Road, Olive Branch.
  11. Minor renovation debris may be placed on curb for pickup. For larger scale renovations, a construction dumpster or self removal is required.

A few key points are worth making.
  • The above illustration indicates that garbage and rubbish must be placed IN FRONT of the house. Please don't put garbage and rubbish on the side or behind your house.
  • "Household garbage outside of the cart will NOT be collected." The company will not pick up garbage in WHITE BAGS unless they are in the cart.
  • Limbs or tree cuttings should be no longer than 4‐5 feet in length or 12 inches in diameter. Large amounts of tree cuttings may take several trips

Board Meeting - April 25, 2019

The Plum Point Villages POA Board of Directors met at 6:00 on 04/25/19 at Southaven Chamber of Commerce, 500 Main St, Southaven, MS 38671. In attendance were Denise Tucker, Carmen Kyle, Bradley Valentine, Ben Moore. Jack Bailey was absent but had given his proxy to Ben Moore.

The Board selected Stacy Ables for the position of Treasurer. The Board agreed that the authorized signers on the checking account would be Stacy Ables, Denise Tucker, and Ben Moore. These replace Jack Flanagan and Larry Fortner. Checks will need to be signed by any 2 of the authorized signers.

Denise has begun to organize a Beautification Committee. They are looking beautification and maintenance of the entrances.

There is a section of the fence on Elmore that is overgrown. It was decided to defer action on this until the fence is replaced in that area. Bradley will look into the cost to replace the rest of the fence.

There was discussion of the content of the covenants regarding nuisance, e.g. dogs barking, inoperative vehicles, and lawn maintenance. Ben will research this. Carmen suggested including a "good will" letter with the next billing.

The Board agreed to begin collecting interest on past due assessments.

Annual Plum Point Yard Sale

The annual Plum Point Yard Sale will be Saturday April 27, 2019

General Meeting - January 24, 2019

The 2019 General Meeting of the Plum Point Villages Property Owners Association was held January 24, 2019 at 6:30PM at Cornerstone Church at 5998 Elmore Rd, Southaven, MS 38671.

Ben Moore called the meeting to order and acknowledged that there was a quorum present.

Brittany Rines gave an update on the fence cleaning and replacement.

Don Stiles presented the candidates for Directors and asked for nominations from the floor. None were proposed. Written secret ballots were collected from the property owners and the following directors were elected:

Denise Tucker - Section C - 2 years
Bradley Valentine - Section C - 2 years
Ben Moore - Section A - 1 year
John Bailey - Section B - 1 year
Carmen Kyle - Section C - 1 year

Ben Moore proposed the following changes to the By-Laws:

Article III - MEETING OF MEMBERS

Section 1. Annual Meetings

The first annual meeting of the members shall be held within one year from the date of incorporation of the Association, and each subsequent regular annual meeting of the members shall be held on the same day of the same month of each year thereafter, …

The regular annual meeting of the members shall be held in January of each year or as deemed necessary by the Board of Directors, at the hour of seven (7) o'clock, P.M.

Article IV - BOARD OF DIRECTORS: SELECTION: TERM OF OFFICE

Section 1. Number

The affairs of this Association shall be managed by a Board of five (5) directors, who need not shall be members of the Association.

Article V - NOMINATION AND ELECTION OF DIRECTORS

Section 1. Nomination

Such nominations may shall be made from among members or non-members.

Article VI - MEETINGS OF DIRECTORS

Section 1 - Regular meetings

Regular meetings of the Board of Directors shall be held monthly quarterly or as deemed necessary by the Board of Directors, without notice…

A vote of the property owners was called and the proposed changes were approved unanimously.
