General Meeting - January 20, 2020

The 2020 General Meeting of the Plum Point Villages Property Owners Association was held January 20, 2020 at 6:30PM at Cornerstone Church at 5998 Elmore Rd, Southaven, MS 38671. 24 property owners were present representing a quorum. Southaven Alderman George Payne was in attendance.

Ben Moore called the meeting to order.

The 2019 activities were reviewed. These included replacing 2 large sections of the fence, organizing a yard sale, celebrating Veterans Day with service flags, and reducing the outstanding assessments from $18,000 to $13,000. Several architectural reviews were conducted and approved.

Activities planned for 2020 were reviewed. These include replacing the balance of the fence pending funding, organizing a yard sale on 04/18/20, celebrating Veterans Day with service flags on 11/11/20, and contracting for entrance maintenance.

Stacy Ables, Treasurer, presented the Financial Report.

The Board’s nominations for Class of 2022 Directors were presented. Nominations were solicited from the floor. None were proposed. Written secret ballots were collected from the property owners and the following Directors were elected:

    Board Meeting - January 13, 2020

    The Plum Point Villages POA Board of Directors met at 6:00 on 01/13/20 at M.R. Davis Southaven Public Library, 8554 Northwest Dr, Southaven, MS 38671. In attendance were board members Denise Tucker, Jack Bailey, Ben Moore, and Stacy Ables.

    Stacy Ables presented a financial statement covering the status of assessments. He has developed a reporting "dashboard.”

    There was a discussion of acquiring a program to manage assessment collections. The simple ones are in the range of $1,000/year. The more comprehensive programs are capable of handling multiple years of assessments but are over $2,000/year. The Board agreed to defer action on this.

    Two situations regarding past due assessments were discussed. In one case some statements had been sent to an incorrect recipient. The Board agreed to waive the past due amounts. The property owner agreed to pay the assessments for which they had received a statement.

    In the other situation the statements had been sent to the address of record according to the Tax Assessor. Stacy and Ben will contact the property owner.

    The last section of the fence will cost approximately $7,000. There is not enough reserve in the bank account to cover that and leave a contingency fund. The Board agreed to defer bidding the last section until there are sufficient funds.

    The Board agreed to submit Larry Burrough as a replacement for Stacy Ables who is not continuing as a Board member. Ben will organize a Nominating Committee for 2021.

    Denise has put out signs for the 01/20/20 General Meeting.

    Veterans Day 2019 Reminder

    We are putting the signs and flags at the entrances, and individual branch of service flags at each home were we have veterans, spouses of passed veterans, reserves and active duty.  If you failed to sign up, or we missed you, I have some flags left.  Call or text me at 901-292-4824.

    Board Meeting - October 24, 2019

    The Plum Point Villages POA Board of Directors met at 6:00 on 10/24/19 at McAlister’s Deli, 975 Goodman Rd E., Southaven, MS 38671. In attendance were board members Denise Tucker, Jack Bailey, and Ben Moore. Absent were Bradley Valentine and Stacy Ables.

    Denise provided an update on the fence. The vendor is still suffering delays but is scheduled to start late the week of 10/28/19 and work over the weekend to finish. The affected residents need to be notified.

    Jack suggested we include a financial statement with the 2020 assessment notices. He also suggested adding the mailing address and web site address to the letterhead of any correspondence sent to property owners.

    Denise will contact Cornerstone Church and see what dates are available for the General Meeting in January 2020. This date needs to be included in the mailing of the 2020 assessment notices. The Board will need to meet before that meeting to set the agenda.

    Jack has several people helping him distribute service flags to residents who are veterans before Veterans Day.

    Jack suggested placing a bulletin board in the neighborhood. We discussed several locations. Jack will look at whether there is a suitable place in the neighborhood park.

    Ben will contact several residents to participate in the Nominating Committee. This committee will serve until the end of the General Meeting in January 2021.

    Special Meeting - October 3, 2019

    A Special Meeting of the Plum Point Villages Property Owners Association was held October 3, 2019 at 7:00PM at Cornerstone Church at 5998 Elmore Rd, Southaven, MS 38671.

    Denise Tucker called the meeting to order.

    Denise gave an update on the fence replacement. The first section has been replaced. The second section replacement is scheduled to begin on October 9, 2019. The fence line must be cleared before work can begin.

    Jack Bailey presented the POA's plans for a celebration of Veterans Day on November, 11, 2019. Residents who are veterans can text their name, address and branch of service to Jack (901-292-4824) and he will purchase flags for them. Other residents are encouraged to display American flags.

    Ben Moore presented the process for architecture approval of "building, fence, walk or other structures" as required by the Covenants. The Board has to review "the plans and specifications showing the nature, kind, shape, height, materials, and location of the same shall have been submitted to and approved in writing as to harmony of external design and location in relation to surrounding structures and topography." The City will not issue a building permit without an approval letter from the Property Owners Association. We have handled several of these in 2019. Our turnaround has been less than 2 days once all documents have been received. E-mail requests to PlumPointHOA@live.com.

    Ben Moore solicited volunteers for the Nominating Committee. We need 2 volunteers to serve as members of the Nominating Committee through the General Meeting in January 2020.

    Stacy Ables presented the financial report for 2019 year-to-date.


    Stacy presented the Board’s resolution on how to handle Outstanding Assessments.

         Only 2016-2019 assessments will be considered as past due.

         Interest will be charged on past due assessments as of February 1, 2020.

    Statement of current balances will be mailed by October 15, 2019.
