City of Southaven Sanitation Guidelines

Recently there has been discussion about garbage and rubbish collection. The Public Works Department has published the following guidelines.

  1. Household garbage should be bagged & contained inside the cart. Household garbage outside of the cart will NOT be collected.
  2. Do not overload cart. The lid should be closed. If you have more than will fit in your cart, we do offer a second cart for an additional $8/month.
  3. Please have cart on the curb by 6:00 am on your pickup day & at least 5 feet from any obstruction.
  4. Arrange cart so that the lid opens toward the street, handle toward your home.
  5. No oil, gas, paint, warm ashes, or other hazardous materials should be placed in the cart. To dispose of these items properly, please contact the Desoto County Environmental Services office at 662‐469‐8023 for more information.
  6. If your garbage cart is damaged or if garbage or debris are missed on your pickup day, please contact our office at 662‐796‐2489, opt. 1 to report this.
  7. An additional truck runs every route to pick up boxes, limbs, bagged grass clippings, appliances, and misc. debris. This should be at least 5 feet from cart or any other obstruction.
  8. Limbs or tree cuttings should be no longer than 4‐5 feet in length or 12 inches in diameter.
  9. If you have a large amount of tree cuttings at the curb, please be aware that this may take several trips over multiple days to get completely cleaned up. We appreciate your patience on this matter.
  10. Used car tires can be taken to the County Maintenance Shop at 2339 Gwynn Road. Electronics can be taken to the County Rubbish Pit at 5255 W. Sandidge Road, Olive Branch.
  11. Minor renovation debris may be placed on curb for pickup. For larger scale renovations, a construction dumpster or self removal is required.

A few key points are worth making.
  • The above illustration indicates that garbage and rubbish must be placed IN FRONT of the house. Please don't put garbage and rubbish on the side or behind your house.
  • "Household garbage outside of the cart will NOT be collected." The company will not pick up garbage in WHITE BAGS unless they are in the cart.
  • Limbs or tree cuttings should be no longer than 4‐5 feet in length or 12 inches in diameter. Large amounts of tree cuttings may take several trips

General Meeting - January 18, 2021

The 2021 General Meeting of the Plum Point Villages Property Owners Association was held January 18, 2021 at 7:00PM at Southern Elegance Events at 654 Church Rd E, Southaven, MS 38671. 12 property owners were present representing a quorum.

Denise Tucker called the meeting to order.

The 2020 activities were reviewed. These included replacing the last section of the fence, organizing a contest for 4th of July decorations, celebrating Veterans Day with service flags, and contracting for entrance maintenance.

Activities planned for 2021 were reviewed. These include organizing a contest for 4th of July decorations, celebrating Veterans Day with service flags on 11/11/21, and repairing the sign at the north entrance.

Brittany Rines, Treasurer, presented the Financial Report.

The Board’s nominations for Class of 2023 Directors were presented. Nominations were solicited from the floor. None were proposed. Written secret ballots were collected from the property owners and the following Directors were elected:

Board Meeting - November 16, 2020

The Plum Point Villages POA Board of Directors convened via FaceTime on 11/16/20. Participating were board members Denise Tucker, Bradley Valentine, Jack Bailey, Ben Moore, and William Jerome and Treasurer Brittany Rines.

A discussion was held on the fence at 5605 Plum Tree Dr. The Board confirmed their approval.

Denise reported that the replacement of the remainder of the subdivision fence would begin Monday 11/23/20. Brittany Rines was authorized to pay the invoice.

Denise reported that Cornerstone Church would not let the POA hold the Annual Meeting there in January 2021. Denise will approach Southaven Community Church. Bradley will approach Life Church. Ben will approach the City. It is expected that the group will be less than 50 people.

At the Annual Meeting, a written secret ballot for election of board members is required. If it becomes necessary to hold it virtually, the ballots will have to be mailed and returned.

The City has begun to pave Pear Dr and Pear Cv.

Upcoming dates are:
12/01/20 - Assessment notice needs to be sent 30 days before it is due. In the past we have Included a past due statement but this is not required.
01/03/21 - Meeting notice needs to be sent 15 days before Annual Meeting
01/18/21 - Annual Meeting at 7 PM

Ben submitted his resignation from the Board effective 12/31/20. There is a year left on his term. Denise moved to appoint Brittany Rines to the open position and Bradley seconded. A voice vote approved her nomination. Ben will remain as Secretary through 2021.

Board Meeting - September 21, 2020

The Plum Point Villages POA Board of Directors convened via FaceTime on 09/21/20. Participating were board members Denise Tucker, Bradley Valentine, Jack Bailey, Ben Moore, and William Jerome.

 Denise reported that she had a bid to replace the last section of the fence for $9533. The bank balance is $15,905.56 as of the last statement. The Board approved this.

Jack Bailey will distribute branch of service flags again this year. There will be no cost to the POA.

We have received our 2019 tax return from James McIngvale, CPA. Denise signed it and it was filed with the IRS. There was no tax liability. The charge was $425. McIngvale also submitted a financial statement for 2019.

The board members in the Class of 2021, Denise and Bradley, agreed to continue as board members.

We discussed logistics of the January General Meeting on 01/18/21 at 7:00PM. Denise will contact the church to check on availability. We also considered using Zoom for a virtual meeting due to the Coronavirus risk. The board will meet again on 11/16/20 to finalize plans.

The City has plans to pave Pear Dr and Pear Cv the end of 2020.

Veterans Day Celebration 2020

 If you want a free Veterans Day flag, showing your branch of service, put in your yard near your mailbox, as a celebration of Veterans Day, I must have your name, address, and service branch by 5PM, on Saturday Oct 10.  It takes three weeks to get these flags.

Board Meeting - June 15, 2020

The Plum Point Villages POA Board of Directors convened via FaceTime on 06/15/20. Participating were board members Denise Tucker, Bradley Valentine, Jack Bailey, Ben Moore, and William Jerome. Also in attendance was Don Stiles, Treasurer.

Denise reported that she had a bid from Tim Sammons for entrance maintenance. There would be a $400 one time fee to clean out all the flower beds and new mulch. Then $70 every 2 weeks to maintain. This would be from March to September. This includes the hedges at the north entrance. The Board approved this.

We will reconsider the neighborhood yard sale in the fall.

Don proposed that we arrange with James McIngvale, CPA to file our 2019 tax return. His estimate is around $500. The Board approved this. The By Laws require an annual audit by a CPA. Don will approach McIngvale about this.

Ben reported that he had investigated bonding the signers on the checking account. He has a quote from SouthGroup for a $12,000 bond for 3 people. The Board approved this.

Don reported that our current cash balance is $15,324 and we've had no expenses since March.

Denise raised whether we were ready to replace the last 400 foot section of the fence. The last section cost $17 per foot but several Board members noted that wood prices had increased significantly. With a 20% increase the last section would be around $8,000. It was mentioned that the previous sections had a 1 year warranty. William will inspect those sections before the warranty lapses. The Board approved proceeding with replacing the final section.

We discussed sponsoring a neighborhood celebration of 4th of July decorations. Jack and William will decorate the north entrance. Denise will solicit volunteers to decorate the other entrances. The Board will encourage the residents to decorate their yards. Denise will get an outside judge and we will award $50 for 1st place and $25 each for 2nd and 3rd place. The Board approved this.

Show your American pride for the 4th of July! We ask that all decorations be up by July 2nd, for judging on July 3rd. Restaurant Gift Certificate will be awarded to 1st place $50, 2nd and 3rd place $25. Judging will be done by outside party.

Board Meeting - February 24, 2020

The Plum Point Villages POA Board of Directors convened via e-mail on 02/24/20 to consider the appointment of a Treasurer. Participating were board members Denise Tucker, Bradley Valentine, Jack Bailey, Ben Moore, and William Jerome.

Ben Moore submitted the nomination of Don Stiles as Treasurer. Bradley Valentine seconded. The nomination was approved with 4 votes.

The authorized signers on the checking account will be Don Stiles, Denise Tucker, and Ben Moore. Checks will need to be signed by any 2 of the authorized signers.
